The Principality of Monaco is participating in the 4th United Nations Conference on Financing for Development, which opened on June 30, 2025, in Seville with an address by His Majesty King Felipe VI. In a perceptive and unifying speech, the King of Spain called for a profound rethinking of development financing and reaffirmed his confidence in cooperation and multilateralism.
In the face of a global context marked by stagnating official development assistance and rising debt levels, the Seville Commitment (or Compromiso de Sevilla), adopted on the first day of the conference, sets out the ambition to make development financing a lever for justice, solidarity, and impact. In his address, United Nations Secretary-General António Guterres emphasized the urgency of mobilizing both public and private capital to support the achievement of the Sustainable Development Goals, describing the current global debt system as “unsustainable.”
“This conference is not about money. It’s about investing in the future we want to build — together,” he declared.
For its part, Monaco intends to renew its commitment to strong and effective solidarity through a determined policy of official development assistance aimed at the Least Developed Countries, particularly in the sectors of health, food security, education, and employment. The Principality’s message places partnerships and innovative mechanisms at the heart of the collective effort needed to build a more equitable future.
